1-TIKKO is a political military force consisting of anti-fascist, anti-imperialist and anti-feudal fighters under the leadership of TKP-ML.

2-TIKKO accepts the leadership of TKP-ML unconditionally and acts accordingly.

3- TIKKO removes the obstacles in front of the DHD by forming guerrilla units and developing from guerrilla units, battalions, regiments, regiments to regular armies, breaking the fascist state of the Comprador Bourgeoisie and Great Landlords through the strategy of long-term people's war developing from the countryside to the cities. It protects and defends the Democratic People's Power and the Dictatorship of the Proletariat against all internal and external attacks.

4-TIKKO acts on the principle that politics command weapons.

5- TIKKO considers it among its basic duties to make propaganda to the people, organize, mobilize the masses, arm them, turn them into a revolutionary force with the awareness of being a political military organization, not just military.

6-TIKKO is a war organization based on voluntary unity. It implements the conscious discipline of the proletariat, which is valid for all members according to the principles of democratic-centralism.

7-TIKKO acts on the principle of "trust in your own power" in its struggle and bases on relying on the people. TIKKO meticulously refuses to fall into a parasitic position that lives off the back of society, is disconnected from production, and is a mere consumer. It accepts production when the conditions allow, as its basic principle.

8-TIKKO aims to train the individuals it organizes in its ranks on the basis of the Communist Party's ideological-political line, transforming them and winning them into the ranks of communism.

9-TIKKO adopts the principle that not the technique but the human factor determines the war.


1-TIKKO is politically and ideologically directed and directed by the Military Commission of TKP-ML MK.

2-General Command of the Army is directly attached to the Military Commission.

3- Army ranks under the General Command maintain their relations with the Regional Party organizations through party organs and party representatives within the army.

4-TKP-ML is represented within the Army ranks through its Political Commissars.


a-All administrative units and ranks of the army are determined by the method of appointment from top to bottom. Organizing is done from top to bottom. Centralism is at the forefront.

b- One discipline is valid for the army. According to this:

1-Individuals are subordinated to the Army, 2-Minority to the majority, 3-Lower levels to upper levels, 4-The entire army to the General Command, 5-The General Command Party.

c-These general disciplinary principles of democratic centralism are handled within the Party-Army dialectical integrity and together with the following principles that ensure the Party's leadership function, since TIKKO is a Party organization:

1- Party members in the army are organized as Party organs according to the units.

2-The hierarchical organization of the Party members in the Army rises in parallel with the hierarchical organization of the Army organization and is attached to the Military Commission at the top.

3-Since the Party members in the army have dual functions, they are under the initiative of the commanders in terms of their military functions, while they are under the initiative of the Political Commissars in terms of their political functions.

4-If the Party organ does not exist, the Political Commissar has the right to suspend and postpone the practices contrary to the Party policy in his union and to suspend the powers of the commanders who do not comply with them. If the Political Commissar does the same things, the Party organ has the same rights as against the Political Commissar.


The Military Commission is the competent body of TKP-ML that leads TIKKO ideologically, politically and organizationally.

1- The Military Commission organizes the Party members within TIKKO through its Political Commissioners.

2- The Military Commission, through the party organs in the Army, trains the army in line with the Party program, and fulfills the task of leading and directing.

3- The Military Commission presents a perspective to the General Command, which is the administrative body of the Army, in line with the CC decisions, depending on the evolving course of struggle.

4- Members of TIKKO General Command are appointed by the TKP-ML Military Commission.

5- The EC organizes the provision of technical equipment and other logistical needs that the army cannot provide.

6- The EC has the authority to publish on behalf of the army, publish statements, make public statements, and negotiate with other organizations.

1-General Command determines the general course of action and tactics of the armed forces in line with the perspective presented by the Military Commission.

4-It regulates the technical equipment and other logistics needs of the army.

2- The zone command is obliged to enforce the determined course of action and tactics to the commanders under it.

3-Regional Command is responsible for organizing sub-army units.

4-The Regional Command determines and enforces military rules in accordance with the specificities of the region, apart from the general military rules suitable for the regional structure.

2- Each TIKKO member can express his / her opinion, make suggestions and criticisms on all matters concerning the general line of the organization.

4-The commander of each command level is a member of a higher level.

8- It is the Commander of the said organ who makes the command organs perform their organic function.

9- Commands have to report to the higher command every two months.



1- Decisions are taken with the common will of the command level. In addition to making joint decisions in planning and implementation, the first degree commander is authorized.

2- Commander has the authority to take an independent attitude in specific and sudden situations with its military aspect.

3- The command is obliged to train successor commanders, to empower them, to carry out the military training of the forces under their responsibility, to organize their daily life and course of action according to the rules of war.

4- The Political Commissar is the Party representative and political director within the Army command ranks. It is mainly obliged to ensure that the army units act under the direction of the Party, in line with the Party's political line and tactics.

5- The Commander and the Political Commissioner are responsible for forming a unit that manages the military training and political training of the troops. They are both militarily, politically, spiritually, economically and in all respects responsible for their union. The commander and the political commissar both lead their troops or detachments in battle.



1-Military discipline applies to everyone admitted to the army.

2- Discipline in the army is applied and enforced by the command and commander assigned from top to bottom.

3-Disciplinary flexibility or rigidity in each specific situation is under the initiative of the command level.

Those who are held responsible and tried for these and similar acts and commit the above-mentioned crimes, taking into account the objective and subjective conditions, the following penalties are applied.

Party members are tried in Party organs, and army members in army organs. The trial is made at the command level to which the person is affiliated. It is imperative to take the defense of the accused.

In the trial, the favorable and unfavorable conditions that push the accused to crime are taken into consideration.

No arrest can be made except in situations that endanger security.

Severe penalties such as expulsion and death become official with the approval of two fully-fledged party bodies, most of which do not consist of the same members. In such penalties, the accused has the right to object to the highest body. In cases where the approval of the higher body is not received, the responsibility belongs to the decision-making command level.

It is forbidden to use beatings, swearing and insults as a criminal method.

The Regional Commands determine the way of action of the guerrilla units and the rules to be followed in accordance with the characteristics of the regions they are responsible for, and these are the rules that TIKKO members must obey.
