Situation Assessment in the World

The imperialist-capitalist system is in an economic-political crisis. On the one hand, they are placing the burden of this crisis on the peoples of the world outside and on the backs of the workers and laborers with the violation of rights inside; On the other hand, they pillage the world markets more by plundering cheap labor and wealth resources, and they try to stand out against their rivals in the struggle for hegemony by reorganizing their market areas according to power. This situation will sharpen the contradictions between them.

The capitalist-imperialist system is in a gigantic aggression in all respects. It is a concrete expression of imperialist aggression based on plundering and plundering to overcome this crisis that the US imperialism and its accomplices fell into occupation of Afghanistan and Iraq, one step ahead in aggression.

The US imperialism uncontrollably applied the counter-revolutionary policies it put before it after the September 11 attacks and continues to do so. Putting on his aggressive and anti-public face the veil of the “attacked oppressed”, Bush and his war cabinet carried out the invasions of Afghanistan and Iraq. It has placed countries such as North Korea, Iran and Syria on the target board. In order to gain justification and legitimacy for all these aggression and occupation movements, he did not abandon the demagogy of the "fight against terrorism". The US and British imperialists, who turn the facts upside down, continue to carry out these actions through the media tools that are war trumpets.

But once again the lies succumbed to the truth. The invaders who tried to hide their aggression with the masks of "global justice", "democracy" and "fight against terrorism" showed their bloody faces more clearly when they hit the wall of resistance. And the reasons for the occupation remain in the middle without any solution. The only thing that has changed is that the true goals and objectives of the imperialist occupiers are more clearly revealed.

Namely, the USA has established military bases in Uzbekistan and Tajikistan. But the USA's goal is not limited to these; The USA, which creates military bases here, aims to further develop its control over energy resources in the Caspian and Central-Asian regions. These moves also provide great advantages to the invaders for pipeline plans to the Arabian Sea coast and the Indian Ocean. The US, which has a permanent military power in the region, has the opportunity to directly intervene in the developments in India and Pakistan, and aims to further narrow the range of action of Russian imperialists, whom it sees as rivals in the Caucasus and Asia.

Since the 1st War of Sharing, the USA continues to be one step ahead in imperialist aggression. As real as this situation is, it is also true that competition between imperialists continues. The demagogies of "reconciliation" and "division of wealth" produced by the ideologues of the "New World Order" were once again destroyed in the face of the scientific laws of class struggle.

The struggle for domination and redistribution of world markets is an expression of the annexation and aggressive character of imperialism. And today, as yesterday, contradictions between imperialist monopolies continue to exist. That is, competition and struggle among imperialists is essential, and compromise is secondary. It is possible to summarize the concrete form of this major contradiction in the imperialist system today: The contradiction between US imperialism and the EU imperialists, the contradictions between the imperialists of the USA, China and Russia reveal themselves in every concrete problem based on increasing dominance in the international plane and expanding the market. It is only roles and alliances that change. It is imperialist interests and power balances that determine roles and alliances.

The contradiction and competition among imperialists are not limited to these forces alone. Competition continues among other imperialist states as well. The fact that they are a few steps behind due to their balance of power does not change this fact.

Again, the union of EU imperialists is not a union without contradiction and conflict. And the prominent forces within this imperialist union are the German and French imperialists.

US imperialism will continue its project of militarizing its economy in order to preserve and consolidate its military advantage. This will cause the economic crisis to deepen even more. As a matter of fact, increasing budget deficits, debts and unemployment facts are concrete data that confirm these developments. This reality shows that the USA will continue to aggression at different levels in the near future.

In addition to the US aggression, despite the economic crisis in the world, the influence of Chinese imperialism on the world market is expanding and in parallel with this expansion, China's political activity also increases. Its only drawback is that it is not at a military level to rival US imperialism. On the other hand, Russia and China continue to get closer. The aggression of the US and British imperialists played a major role in the further development of this convergence in the conflict regions.

The German and French imperialists, who lead the European Union, which is an imperialist union, continue their efforts to increase their influence in the near regions, especially in the Middle East. These imperialist states strive to use the quagmire of US imperialism with the invasion of Iraq and the reactions against the US in the region for their own imperialist interests. The problem that they have in common with the US imperialists is to attack the anti-occupation or progressive-revolutionary forces due to their class characteristics with the lie of "fight against terrorism". This shows that the boundaries of EU democracy are drawn in accordance with the interests of imperialist monopolies. Another point is; It is because some EU member states follow a US parallel policy in international relations.

Russia is in a recovery. While this development forces the US imperialists to make certain agreements with the Russian rulers in terms of economic and regional policies, on the other hand, the threat posed by the US imperialists who equip some Caucasus countries, which are the backyard of the Russian imperialists, with military bases, brings Russia closer to the EU imperialists. As stated above, considering the plans of Russia and China for the region, it shows that this convergence will continue to develop. Japan, on the other hand, acts more in the US in international politics.

In Africa, the prominent USA is the EU competition. The competition in this continent also shows the nature of the domination that the USA is trying to establish over a wide geography. The conditions and difficulties of existence as a "super power" also arise.

Different levels of reactions are continuing in different parts of the world, especially the working class, against the economic, political, military and cultural attacks of the imperialist-capitalist system. Particularly, the resistance of the Iraqi people against the invasion and occupation did not only reveal the pillage and massacre of imperialism, but also paved the way for the strengthening of the weakening anti-imperialist consciousness.

Today, the class-conscious proletariat is faced with the task of creating broad anti-occupation unions, while struggling against the wrong attitudes that reduce the anti-imperialist struggle to anti-occupation and anti-USism. Again, the struggle against the economic and military attacks of the imperialists must be understood as the struggle that will determine the future, even if it is not yet at the desired level. All anti-MLM understandings that deny this cannot escape from falling into error.

Indeed, the imperialist lie about the globalization of wealth struck the wall of truth. It is becoming clear with each passing day that globalization is not wealth but poverty. In spite of the ever-shrinking bites of the workers, fears of losing their jobs and losing their social rights, a minority adds wealth to their wealth. This picture is becoming more apparent not only in semi-colonial countries, but also in imperialist centers. This objective situation in the imperialist centers strengthens the ground for further acceleration of the contradiction between the proletariat and the bourgeoisie.

It is a task before us to create great unions in order to increase international solidarity and to create a stronger progressive-revolutionary will against the multifaceted and comprehensive attacks of the imperialist-capitalist system. This task falls primarily on the Marxist-Leninist-Maoists. Because the consciousness to create it and its weapon is in Marxism-Leninism-Maoism. Today, MLMs have a considerable power in organizing the anger and reaction of the oppressed peoples in the world and directing them to the political power struggle. One of the priorities that will make this power unbeatable in the class struggle is to fight on an uncompromising basis against all kinds of anti-MLM understandings both inside and outside. In a period of ideological uncertainties and distrust against the just and legitimate struggle of the oppressed, the way to turn insecurities into trust is through ideological clarity and the insistence that this clarity is guided.

Status Assessment in Turkey

In Turkey, the ongoing crisis, not been sufficient to bring down the government in 2000 and came up with force in the imperialist early general election in 2002 from the fact that the AKP government is continuing the economic and political crisis, implicitly since. Claiming that it survived the crisis, the government is trying to hide the continuity of the crisis. In semi-colonial countries, such processes (called stability for short) do not last long. The "stability periods" of these economies are about the ability to return debts. Every agreement made is to ensure this. Any economy whose economy is based on debt rollover is already in a state of instability and is pregnant with crisis. AKP, which came to the government as a product of the crisis, is again a candidate to dissolve as a product of the crisis. Because the capital it is dominated by is comprador capital. Under the guidance of the IMF, they cannot escape the crisis as long as they are under the patronage of imperialism.

The AKP, which can become a government with its opposition to the regime, has more clearly demonstrated that it is a loyal servant of the regime. The AKP has not been the people's own choice as it is believed or alleged. The dissatisfaction of the people with the current government and the current situation is increasing day by day. The people of Turkey can not be different from the other party AKP also sees that all living imperialism's domination bowed. The "election" of the people was nothing more than a necessary requirement of the circumstances. This will be so as long as revolutionary struggle and organization remain weak.

privatization policies in Turkey and especially the oppressed classes, including the extortion of economic and social rights of the working class is defended to the end by this government and for the implementation of each requirement is fulfilled. Recently, SSK and Village Services were brought to the agenda to be liquidated and privatized. Next year, TÜPRAŞ, TEKEL and Türk Telekom will be offered to the public and will be offered to monopolies. The method applied in these privatizations is based on “deception” in line with the nature of AKP. The "public enterprises" offered under the name of "public offering" are essentially turned into businesses of foreign monopolies.

Liquidation of SSK, Village Services, TEKEL, TÜPRAŞ etc. Its privatization means unemployment, the usurpation of social rights, and the expansion of market areas for foreign capitalists. It means to drag the workers and toilers into more poverty, hunger, unemployment and misery. The aim is to add profits to capitalist-imperialist profits.

Like the service sector, which has been left at the mercy of foreign monopolies through privatization, agriculture is also being dragged towards the same fate. The hopes of the poor peasant to gain income from the land and to make a living are decreasing every year; On the other hand, there are no alternative sources of income. The system dependent on imperialism constantly hinders the development of new possibilities for the poor peasants, while either detaching them from the land or making the land a grave for the peasant. With the full support of the state, all the institutions that enable the arable lands and the marketing of the land products contribute to the profits of the sovereigns. The winners are not the producers, but the parasites and bureaucrats.

While the impoverishment of the villagers is increasing, their migration to the city is not as intense as before. On the other hand, especially in big cities, there are districts where the poor live very intensely. The contradictions in these districts are deep. The segments most affected by the economic crisis live in these districts.

The deep dilemma experienced by the Kurdish national movement continues. Since the KONGRA-GEL leadership put an end to the armed struggle, under the name of the “democratic republic”, none of the steps taken to impose itself on the order have been met. This false expectation forces the Kurdish people to make different choices. The fascist Turkish state is determined not to grant any rights to the Kurdish nation other than the so-called acceptance of their existence. The struggle of the Kurdish people for their democratic rights continues to be hampered and stiffened due to the national bourgeois conciliatory character of their current leadership. The Right of Nations to Self-Determination is being completely removed from the consciousness of the Kurdish nation. It is the leadership of the Kurdish National Movement that gives the fascist Turkish state the greatest support in this regard.

The liberation of the Kurdish people is common with the Turkish people. The majority of the Turkish people is a nation of Kurds in Turkey and as far from understanding that each nation has the Self-Determination Not About the Kurdish people "common struggle" is not far from consciousness. The state, fascist parties, opportunist forces, national bourgeois forces continue to strive to strengthen negativity.

Despite the submissive policies of the Kurdish national bourgeoisie, its contradiction with the Turkish rulers still exists. That this does not evolve into violence or that violence is "unacceptable" for today does not mean that this contradiction does not exist; it is only formally different. For the bourgeoisie, violence is defended "when necessary" as "democracy for itself" is.

In the ongoing conflict with the state of public sector workers in the oppressed in Turkey and even cuts through some of the issues shows a sharp trend. Taxation, low wage increases, and rights violations increase the livelihood difficulties of this segment. The fact that public workers' right to organize is still limited, and the last request of Egitim-Sen to be closed for "defending the right to education in the mother tongue" and the filing of a lawsuit have been a very concrete indicator of the state's stance and approach against civil servants, organization and democratic rights.

With its specialized law enforcement agencies, the state attacks every action taken to demand and defend democratic rights; It creates a terrorist threat on the people and tries to intimidate them. The filing of the awareness of getting rights with constant pressure continues to function as a rationale for the existence of the state.

The struggle for democratic rights necessitates a revolutionary struggle.

However, the state claims that it will "democratize" thanks to the EU, which the ruling classes constantly enforce as a requirement of their interests and which they strive to fulfill every requirement.

It is true that EU membership brings and will bring new conditions, new regulations and new laws. However, no law essentially contains the interests of the people. All changes contain the interests of the imperialists. Today, even in Europe, while workers' protests are taking place due to the usurpation of fundamental rights and acquired rights, it is simply a lie to talk about the process of “democratization” in line with the interests of the people thanks to the EU ...

The ruling classes are in complete unity regarding EU membership. The alleged opposition from the army front is not real. It is also not true that the political influence of the Army in the state will weaken or weaken with EU membership. The army is the army of the ruling classes. The relationship between the ruling classes and the army is essentially based on cooperation of interests. The reason for the existence of the army is the ruling classes, and the army is a necessary need for the survival of the ruling classes.

Every different mission assigned to the army in this sense is an emptying out of the Marxist theory of the state.

Some of the ruling classes are experiencing partial relief with the recent crises; However, with the new regulations, some groups have been liquidated as a result of the competition between the sovereigns. Purges among the ruling classes took place before and after each crisis. While this ensures the concentration of capital in certain hands, it also ensures the strengthening of imperialist monopolies.

As for the reformist forces; their "anti-imperialist" discourse is empty and inconsistent. It will not have an effect beyond the effect they have shown until today. It should not be forgotten that the main condition for the strengthening of these forces is the strengthening of the revolutionary movement. However, in this case, they can get the approval of the state. The slippery and weakness of the class ground on which they are based will continue to weaken them constantly.

Although there are social and national liberation struggles under the leadership of revolutionary and communist forces in different parts of the world; we still cannot speak of a strong revolutionary wave. On the contrary, the uncertainty and confusion on the ideological-political basis creates an objective environment for liberal and intra-system bourgeois understandings.

The opponents of globalization, especially the Zapatistas for a period, can be shown as movements showing the extent of uncertainty. Although they are bourgeois movements within the system, when they emerge, they are very effective when they "win" and are thought to be "really" alternatives. This process of these movements, which has had very wide effects, shows us the current uncertainty, confusion and the degree of the objective environment for bourgeois movements within the system.

In other words, there is a great discontent of the working people and the working people against the unemployment and the usurpation of social rights caused by the economic and political crisis of the imperialist capitalist system. But this discontent is directed not towards revolutionary channels, not revolutionary solutions, but towards intra-system solutions.

The heavy impact of these statements on Turkey also possible to see the revolutionary and communist movement. Especially the Kurdish national movement's rejection of armed struggle and locked in an intra-system solution created a hesitation and suspicion on the oppressed front against the revolutionary armed struggle. This suspicion, when this hesitation is compounded by the attacks of the fascist dictatorship; conditions got worse. The aggravation of the conditions led to a dissolution in the revolutionary ranks and the rise of reformist and rightist understandings. And the effect of this ideological deterioration on the cadres is not underestimated. In addition to this blood loss, the aggressiveness of the revolutionary cadres, the weakening of organizational reflexes, the increase in mental laziness create serious problems in overcoming the blockages.

The weakness of anti-imperialist slogans and support for the resistance in Iraq demonstrates the level of influence of the revolutionary and communist movement on the masses, while the imperialist invaders turn the streets of Iraq into a bloodbath and their henchmen host the bloodthirsty murderers of NATO on our lands.

It is possible to draw the following concrete conclusions on this table. There are objective conditions for revolutionary wars. But we cannot speak of a revolutionary wave rising on these objective conditions, nor of a widespread spontaneous mass movement. But we can speak of a serious dissatisfaction of the masses with the system. The whole point is to create the cadres and militants of the period who will intervene to this discontent of the masses with correct tactical policies and persistently continue this. This is an urgent need. To the extent this need is resolved, it becomes inevitable that revolutionary practices in the countryside and in the city face the reality of influencing and mobilizing the masses. Each of our militants should believe in this and should hold on to their duties with this sense of responsibility.

Another point that should not be overlooked is that while the revolutionary and communist movement was weakening quantitatively; however, the reformist movement is not getting stronger. The most important reasons for this are that the revolutionary discourses and calls of the reformists did not find the necessary resonance among the masses, and the fascist system further narrowed the channels opened for reformists during this period. Because there is no powerful revolutionary movement that puts pressure on the rulers. In addition to these, it is possible to talk about the effects of the general picture.
