(Founded: April 24, 1972)
a) Membership Conditions
Although priority is given to workers and peasants of class origin, anyone who fulfills the following conditions can become a member of the TKP-ML. TKP-ML applies positive discrimination against working women in recruiting members.
1- To accept the party program and statute.
2- Working on a party committee.
3- Paying party fees regularly.
4- Being over the age of 18.
b) Membership Transactions
Membership in the party is on an individual basis. The person who wants to become a member notifies the party committee with which he / she has a relationship in writing.
Membership application; It becomes final when the decision of acceptance and rejection of the party committee, which has at least three party members, is approved by the higher committee.
The person whose membership application is accepted by the authorized committees is accepted as a Candidate Member from the date of application. In cases where the party committee in the relationship suggests the person to apply for membership and the person accepts it, the candidate membership starts from this date. The relevant Party committee is directly responsible for the development of candidate members, their preparation for membership and their implementation under strict supervision.
At the end of the six-month membership period, the party committee to which the person is affiliated will decide to accept, reject and extend the membership period for 6 months. The decision taken by the party committee must be approved by the CC. In case of rejection decision, if there is no harm in terms of party security, the reason is notified to the person in writing.
After the decision of the congress is taken, the process of accepting and dismissing membership is suspended. Candidate memberships and new applications in this process are evaluated at the congress or afterwards.
c) Duties of the Member
1- To continuously raise its ideological-political level in order to improve itself; Therefore, to give special importance to reading, examination and research activities. To grasp and apply Marxism-Leninism-Maoism as a guide for action. Combining theory and practice.
2- To examine all the publications of the party with a careful, critical eye; to be familiar with the leadership's policies and tactics in line with the party's central orientation.
3- All kinds of factional work to disrupt the unity and communist character of the party; To be alert, determined and relentless in the struggle against all anti-Marxism-Leninism-Maoist thought and currents. To have the courage to fight against the current, not to be afraid even under the conditions of being in the minority.
4- To comply with party discipline unconditionally, to play an intellectual, creative and active role in the implementation of party decisions. Unconditionally accepting the duties of the party.
5- Being a student first in order to be a public teacher. To apply the principle of service to the public in all areas of his life. To try to organize by participating in the spontaneous struggles of the people and to be at the forefront to give a conscious direction. To try to solve the difficulties with the people and to make them understand the politics of the party and the laws of the class struggle.
6- To prioritize the cause of the people's emancipation, the struggle of the proletariat to reach a classless society, and the Communist Party, which pioneered these ideals. To have a consistent, humble, selfless and exemplary personality in his life, social relationships and behavior. Living in accordance with communist principles and revolutionary values.
7- To fight against the patriarchal system and raise awareness of the public in this direction. To actively fight against gender discrimination and gender roles within the party and popular masses.
8- To be sincere and honest with the party, its comrades, the people and itself. To be open, determined and courageous in criticism and self-criticism about not repeating mistakes, eliminating deficiencies and overcoming weaknesses. To use the weapon of criticism on the ground within the party and in a constructive way.
9- Paying ten percent of its income as a party fee, working to protect and develop the party's financial resources meticulously. To record all expenditures and regularly submit them to the committee to which it is affiliated.

11- Continuing the class struggle under conditions of imprisonment, turning the torture centers, prisons and courts into places of resistance and propaganda of communism.
12- Strict adherence to the rules of confidentiality / illegality in organizational work, carefully protecting party secrets and values.
13- To fulfill the tasks of proletarian internationalism, to fight against the oppression of the oppressed nations and nationalities, against chauvinism and nationalism of all kinds.
d) Rights of the Member
1- In the party committees he is a member of and in the party meetings he attended; to express opinions, make suggestions and criticisms about the politics and activities of the party; actively participating in the determination of party politics.
2- Choosing and being elected.
3- Defending oneself when accused or tried.
4- To consult in writing to all upper echelons up to CC about the problems that he cannot solve in the party committee of which he is a member.
5- Resigning from party membership provided that the reasons are given in written or oral form.
e) Rights and Duties of the Candidate Member
Party candidate members; It has all the rights granted to party members, except the right to vote, to be elected, to recruit, to judge and to determine the party's will. Party members' duties also apply to candidate members.
f) Trial and Disciplinary Actions
1- People who break the union, do not comply with the decisions and discipline, damage the democracy within the party, do not accept a duty, do not attend the meetings of the committee of which they are a member without a valid excuse, use their authority out of purpose, dismiss the party with their actions, women, children and LGBTI + in particular Members and candidate members who commit crimes and discrimination against each other are subject to investigation, trial and punishment.
2- The person to be judged is judged in the highest committee he works for, if there are at least two party members other than himself, or in a higher committee. Administrative measures (dismissal or freezing of powers, etc.) may be taken against the judged person or committees.
3- Investigations and trials are carried out by KKB for the accusations (sexual harassment, rape, violence, discrimination, homophobia, transphobia, etc.) regarding women and LGBTI + s. In such investigations, TKP-ML accepts the principle that "the statement of women is essential, the obligation to prove otherwise belongs to the man".
4- Party committees or members can also apply to the Central Supervisory Board (MDK) with a request for trial. The rejected requests are notified to the requester in writing, together with their reasons.
5- The MDK can establish commissions for investigations, but the trial is conducted by the MDK. In the periods when MDK is not established, MK fulfills this task. All decisions are made by simple majority.
6- After the investigation phase in which information and documents are collected and statements are taken; The trial begins with the direct and defense of the claims. Defense can also be done verbally. The person has to submit his defense no later than two months after the charges are submitted. If the two-month period is exceeded, the right to defense is deemed to have been used. If the person is found guilty; One of the following penalties is imposed, taking into account the degree of short and long-term damages caused by the crime committed to the party, the sincerity of the person on trial against the allegations and criticisms, the background of the party activity, the conditions under which the crime was committed and the exacerbating and aggravating consequences of other factors:
I- Warning, II- Heavy Warning, III- Dismissal, IV- Reduction to Candidate Membership, V- exportation.
Expulsion from the party is the heaviest punishment.
7- The penalized committee or member may appeal to the MDK, in their absence, to the CC. The MDK decides whether the penalty will be enforced until the appeal is finalized. Decisions made by the MDK regarding the trial come into effect immediately. MDK is responsible for congresses and conferences.
TKP-ML; In the era of imperialism and proletarian revolution, internationalism "proletarian revolution in his own country to make" the fundamental principles of the revolution movement in Turkey, the world accepts as part of the proletarian revolution. It struggles to gather its members and all the people under the red banner of the proletariat against all forms of nationalism.
It struggles for the unity of the international communist movement on the basis of Marxist-Leninist-Maoist principles. It is aware that this unity can be achieved through ideological struggle.
It supports national and social liberation struggles that weaken and regress imperialism in the international arena.
While it adopts international proletarian solidarity, it is based on the principle of relying on its own power.
TKP-ML; It is based on voluntary association. It regards illegal organization as essential and other forms of organization as secondary. It acts with a proletarian discipline that operates on the basis of democratic centralism. He qualifies the principle of criticism-self-criticism as one of the most necessary conditions for his development. The party adopts the struggle of two lines. The Marxist-Leninist-Maoist does not allow the existence of factions that break the unity of will and action.
By accepting gender equality unconditionally, TKP-ML stands against all kinds of discrimination, belittling and ignoring against women and LGBTI + in the organization. Taking into account the slavery conditions of women and millennia, TKP-ML adopts the principle of positive discrimination in all activities within the Party; As a part of this, it puts into practice a 30 percent quota system in all its committees, especially the executive bodies.
Based on the fact that the organizing principle of TKP-ML is democratic centralism;
a) All central decisions are binding on the whole party. Members are obliged to fully implement party decisions, even if they find them wrong.
b) Members express their opinions on all matters related to party activities in the committees they serve and in the meetings they attend. Members can convey their opinions, suggestions and criticisms to the higher committee. Suppressing criticism within the party, blocking out criticism with administrative measures is incompatible with the principle of democratic centralism.
c) One discipline is valid in the party. As a requirement of this; individuals are subordinate to the party, the lower ranks to the upper echelons, the minority to the majority, the entire party to the CC, the CC Congress and the Conference.
d) Until the democratic popular revolution, which is the minimum program of the party, takes place, only the MK and MDK come to power through bottom-up democratic elections, since illegal organization is essential. Other bodies are formed by appointment procedure. All members can nominate candidates for the elections of MK and MDK, open a discussion by objecting to the nominated candidates.
e) All committees report regularly on their activities to the higher committee. Reports, including objections and opinions, must be approved by all members of the committee.
f) All executive committees of the party are accountable to its lower levels.
g) All party committees are obliged to create a democratic discussion environment where their members can present their criticism and suggestions.
Fundamental Organs of the Party
Party committees are organized according to the cell system, and the main organs of the party within the mass are the committees. Party committees; They are the collective working bodies of the members to achieve their tasks and organize the revolutionary struggle. They are responsible for arming with MLM ideology through regular training and to train themselves at a level that can apply communist theory to all areas of life.
Committees consist of at least three members or candidate members. Party committees led by members and candidate members are organized in accordance with the cell system.
Each party committee has a secretary and a deputy secretary. The committee secretary is primarily responsible for all work carried out and maintains the link with the higher committee. The assistant assumes the duties of the committee secretary in conditions of obstruction or absence. The committee secretary is obliged to prepare his deputy for this duty.
Party committees ensure that the party takes root in the masses and leads the masses.
Party committees; in villages, factories, schools, fascist state institutions; Within all mass organizations, primarily workers 'and peasants' organizations; in short, it is created wherever there are masses.
It establishes special task cells based on party needs.
The governing bodies of the party; The Party Congress, the Party Conference, the Central Committee and the District Committees. A 30% women's quota is applied in all the governing bodies of the party.
The party congress is the highest organ of the party. The Congress has the authority to make changes in the party program and statute, to determine the periodic policies and tactics of the party, to resolve the party's ideological, political, military and organizational problems, to evaluate the CC activity report, and to elect CC members and substitute members.
Conference; It has the congress powers in matters other than changing the program.
The party congress (party conference in the absence of congress) meets every three years.
The Congress convenes under the leadership of the CC, provided that the number of delegates is not less than the absolute majority. MK may postpone the congress for a maximum of one year in extraordinary situations by obtaining the approval of the party will.
The Extraordinary Party Congress or Conference may convene before the end of the usual three-year period, with the will of the CC or one third of the party members, with a preparation not exceeding six months.
The congress is held by delegation. The number of members a delegate will represent is determined by MK. Delegates are elected at subregional congresses or conferences. All party members are obliged to attend sub-congresses.
MK members who cannot be elected as a delegate participate in the congress as natural delegates. Only elected delegates have the right to vote. Decisions for program and regulation change are made by two thirds of the total number of delegates, other decisions are taken by the absolute majority of the total number of delegates.
Although the members of the prisons do not have the right to elect a delegate during the congress preparation period, they have the right to express their opinions on the agenda items.
Captive party members can be elected as honorary members of the CC.
The position of the blocked MK member is suspended during his imprisonment.
b) Central Committee
MK is the highest body of the party between two congresses or conferences. The number of members is determined by the congress and conference. It is not required to be a delegate or to attend congresses and conferences for CC membership. The MK leads the party's ideological-political-organizational work in the light of the congress and conference decisions and manages the party. It is primarily responsible for the organization of the party and for all activities.
MK forms the organizations needed to carry out the activities of the party, including the Political Bureau (MoH) and the Organization Bureau (ÖB). MoH is authorized on behalf of PC in the period between meetings. It manages the party ideologically-politically. SB cannot change MK decisions. It directly leads the Central Broadcasting Organization and other broadcasting activity. The party publishes Communist at least twice a year.
ÖB is responsible for organizational leadership on behalf of the CC.
When the MK cannot establish a commission to manage the party affiliated organizations, it appoints one of the CC members.
MK meets at least once a year. It can also hold an extraordinary meeting upon the call of the MoH or the request of one third of its members. Decision quorum is determined according to the absolute majority of the members of the body. The MoH determines the participation of the substitute members who do not have the right to vote by taking the opinions of other CC members. It takes care to ensure that the substitute members of the CC participate as they are candidates for the party, although they do not have to participate.
If the CC cannot exceed the loss of will despite the succession of all alternate members, it may incorporate one third of the number of permanent members from subordinate bodies. After that, if the will problem cannot be overcome or occurs again, the party will is applied for the solution method.
After the banning of the CC membership, after the participation of the alternate members respectively, when the condition of re-joining of the blocked permanent member occurs, this member continues his duty as a PC member; In this case, the substitute member who becomes principal continues to serve as an alternate member.
c) Regional Committees
The central organization of the party is based on the regional system. Working places; It is divided into certain regions by taking into account economic, political and geographical conditions. A Regional Committee (BK) is established under the CC in the specified regions. The CC has to take into account the opinions and suggestions of the sub-party committees when choosing members to the CB, which it has formed through appointment. The Regional Committee secretary, who is also a CC member, maintains the link between the BK and the CC. The secretary is primarily responsible for the work in the region. The UK leads the region in line with central politics.
With the knowledge and approval of the PC, the UK establishes party committees such as Sub-District Committees and Provincial Committees.
When deemed necessary, the Regional Committees, with the approval of the PC, organize regional conferences as a means of providing specific understanding of the party's policies and operating the democratic consultation mechanism.
Workers and Peasants' Liberation Army of Turkey
TIKKO is the armed force of the people under the leadership of TKP-ML. The party manages TIKKO through the Military Commission (AK) attached to the MK. Party organizations are formed within TIKKO in accordance with the principle that politics should command weapons.
Marxist Leninist Youth Union of Turkey
TMLGB is an autonomous communist youth organization led by TKP-ML. The party leads the TMLGB through the CC's Youth Commission (GK).
Communist Women's Union
KKB is an autonomous communist women's organization led by TKP-ML. The party leads the KKB through the CC's Women's Commission (KK). The Women's Commission consists of women.
TKP-ML adopts the principle of relying on the public in generating income sources. The party's financial resources are membership fees, party taxes and donations, the rates and amounts of which are determined by the PC, and the forced income from the enemy. The PC regulates and controls all expenditures through their organizations. All party committees are obliged to report regularly on their income and expenditure.
Members working as party workers give all their income to the party as long as they participate in production. The needs of party workers are met by the party.
