Under conditions where this situation is getting worse with each passing day, sharpening and deepening contradictions increase the cohesion of oppressed peoples and nations, especially the working class, and in a number of countries and regions, it is no longer a wave from the bottom and has begun to hit the surface, the contradictions become clear and deepen.

* The solution of these contradictions is in the Marxist-Leninist Maoist worldview, which analyzes the history of class struggles in a scientific manner and sheds light on the way of human liberation.

 

CHAPTER I

- Capitalism

1- Capitalism, which emerges from feudalism, which is a class society in the march of humanity towards a classless society, and which rises over the labor-capital contradiction, continues its existence with the burden of the struggle of the two basic classes, the proletariat and the bourgeoisie, in various forms and contents. 7- Despite the revolutionary upheavals, flashes, and the communist movements turning towards revolution in some countries, which remained within the scope of this long period and developed in different forms and characteristics in some regions and countries, the phenomenon that left its mark on the whole period was the ideology and policies of the international bourgeoisie and its relative economic stability. . Undoubtedly, this stability also includes its depression and destruction, and this fact is not in secret, as the frequent crises and conflicts show.

8- In the 21st century when the imperialist-capitalist system shuffles its feet, it drags humanity into disaster along with it. The only force that can stop this is proletarian-led revolutions. The oppressed peoples of the world, who will take action under the leadership of the international proletariat over the vast accumulation and experience of the past century, will put an end to this reign.

9- Imperialism has accumulated more objective conditions for this than in the previous century. The fact that at the beginning of this century the signs of this are being received strongly, imposes important duties on the communists. The internationalist dimension of these tasks must be evaluated in their general and local context. The importance of international struggles against the ideological, political, cultural and military attacks of imperialism is obvious. These cannot be postponed and their importance is undeniable. But undoubtedly, in the internationalist context, the priority is to break the chains in their own country for each communist party.

10- The proletariat and the oppressed classes and strata under its leadership are in their great march on this glorious road aiming to conquer the future. This wave from the bottom shakes the earth. The thousands of years of movement of matter occurring before our eyes teaches this. It is precisely for this reason that despite the new democratic popular governments and the reversals of socialism, sooner or later the victory will be for the oppressed peoples under the leadership of the proletariat.

However, a large part of the population has moved to big cities, so the main body of popular movements has also shifted to big cities. This reality shows how important cities are in terms of armed struggle, and that big cities stand in a much more important place than yesterday in order to establish strong and strong ties with the masses of the people and organize them on the DHD route.

The class struggle and the development of capitalism continue in the process of democratic revolution; nothing stays the same as before. The density of peasants in semi-colonial countries is decreasing, affecting the war in the countryside. However, semi-colonial conditions lead to the continuation of the feature of the balance of power being the countryside in favor of the revolution.

39- Turkey will develop into cities from rural areas DHD.

There are two reasons for this:

a-) Although the essence of the democratic revolution is "land revolution", the contradictions based on agricultural production are still determining in our country.

b-) The fact that imperialism and the reactionaries (especially imperialism) who were its servants have taken the cities and the advanced regions under their complete control.

The Turkish ruling classes of imperialism and its local representatives have taken the big cities under control, the rural areas of our country have a suitable structure in terms of armed struggle, the counter-revolution is relatively weak in the countryside (including rural cities), and the armed struggle is suitable for organization and development in these regions, it is the main reason why our revolution developed mainly from the countryside to the cities. In parallel with the development of war in rural areas, armed struggle will be organized in big cities. This will develop as a complementary process within the general logic of the People's War.

Turkey -and meanwhile semi-colonial, semi-feudal country specific to what is happening, extract soil against feudalism revolution with democratic revolution, is united national revolution against imperialism. The people have three weapons against fascism as well as against imperialism and feudalism: the party, the people's army, the united front of the people. The people are all their enemies; It will defeat imperialism, the comprador big bourgeoisie, feudalism and fascism with these three weapons.

41- People's Democratic Revolution in Turkey will carry its own originality. People's War, guerrilla warfare will not be the same as the previous examples. Turkey has its own characteristics, there are differences As the region. The central authority of the state and its militaristic development are at an important level. The demands of the masses are different in form. The social lives of the peasantry have changed. For this reason, the issue cannot be viewed solely as a land problem. While the contradictions based on agriculture remain strong, the quantitative and qualitative sophistication of the working class has increased. With this reality, it should be noted that the phenomenon of immigration due to war and economic reasons increases the necessity of organizing and fighting in cities. The TEKEL Resistance and the Gezi Rebellion are concrete examples of this.

42- In our country, there is an ecology struggle in big cities and rural areas. As a result of the rent policies implemented by the Turkish ruling classes, either directly by allowing imperialist companies or through comprador companies, the struggle of the peasants, whose agricultural lands, water resources and mountains were plundered, emerged. This also means that the peasant movement, which constitutes the fundamental force of our country's democratic revolution, defends its land, water resources and mountains. In other words, the demands of the ecological struggle should be taken into account in the democratic revolution of our country.

43- The women's struggle against patriarchy, feudalism, capitalism, imperialism and fascism is intertwined. In this sense, the struggle for gender equality and the struggle against patriarchy is one of the tasks of the revolution.

44- and nationalism in Turkey is a multinational state. The Kurdish nation and other minority nationalities have a struggle against the dominant nation's state-building privilege, racism and chauvinism. The struggle of other oppressed nationalities, especially the Kurdish nation, against all kinds of fascist oppression, mass murder, prohibition and national oppression of the Turkish ruling classes is part of the democratic revolution. However, it stands against the tendencies of these nations and nationalities to strengthen their own nationalism.

All kinds of sexist legal regulations, especially torture and punishments incompatible with human dignity, especially against women and LGBTI + will be canceled and all social institutions and relations will be rearranged according to the principle of equality. 50% female quota will be applied from the local to the top state unit. Women and LGBTI + s will be able to form their own independent democratic organizations. Except for a handful of comprador and feudal citizens, every citizen, regardless of their gender, will have equal rights regardless of nationality-nationality-sect.

54- The judicial system of the old state will be completely liquidated. By ensuring the centralization of the People's Courts established in SOEs, the judiciary of the democratic people's dictatorship will be established. Judicial power will pass to the people's courts, whose members are chosen from among the classes that took part in the people's democratic revolution. Hearings in people's courts will be open to the public. The execution regime based on F-type isolation torture will be ended and the production-based execution regime will be adopted. 55- The national defense and local order of the Democratic People's Dictatorship will be fulfilled through the people's militia, especially the people's army that has developed and strengthened during the People's War. All members of the counter-revolutionary class will be disarmed. 57- Democratic People's Dictatorship; it will defend the principles of proletarian internationalism. The people's army and the united front of the people, especially the members of the communist party leading the DHD, will educate its members and organizations and the people in the spirit of internationalism against any kind of nationalism. Turkey People's Democratic Dictatorship of the revolution, the era of imperialism and proletarian revolution, by accepting the world as part of the proletarian revolution, the International Communist Movement, Marxist-Leninist-Maoist principles will be conducted on the basis of the struggle for unity. It will act in the awareness that this unity can be achieved on the basis of open ideological struggle. It will establish and develop relations with Marxist-Leninist-Maoist parties on the basis of proletarian internationalism and the principles of equality. It will support national and social liberation wars that weaken and regress imperialism in the international arena.

58- Democratic People's Power; It will defend the principle of the Right to Free Separation unconditionally. It will oppose all national privileges and recognize full equality of rights of all nationalities. Democratic People's Power will resolutely address the source of the national oppression and oppression exerted by the Turkish ruling classes against minority nationalities, especially the Kurdish nation, and all kinds of chauvinist and reactionary discourse and propaganda.

59- Democratic People's Dictatorship; system, full equality of all nations and languages ​​will be guaranteed. No compulsory language will be recognized and schools where all indigenous languages ​​are taught will be opened to the public. The constitution of the people's state will strictly prohibit any nation from enjoying any privileges and any violation of the rights of the national minority.

Every nation will be given the right to secede freely. For all this to happen, especially widespread regional autonomy and fully democratic local self-government are required. The boundaries of these autonomous and self-governing regions, economic and social conditions, national composition of the population, etc. on its basis it will be determined by the local population personally.

 

In Economic Area:

60- Democratic People's Dictatorship; It will confiscate the capital, property, real estate and other wealth of the imperialists, the comprador bourgeoisie and all the forces involved in the armed war against the revolution. By reorganizing the economy for the benefit of the workers and the working people; domestic and foreign trade, banking and insurance will be brought under the control of the democratic people's power and nationalized.

61- In order to eradicate imperialism and comprador capitalism, as well as the feudal remnants that oppress the peasantry, the semi-feudal landlord economy and usury will be liquidated, the lands in the hands of the landlords, especially the state-owned lands, will be nationalized without compensation. All lands in which feudal, semi-feudal relations prevail will be distributed, provided that they are cultivated into the landless and little landed peasantry. Land reform will be implemented decisively.

62- The Democratic People's Dictatorship, together with all the lands that it nationalizes and forbids the sale, purchase, lease, transfer to others; It will encourage the organization of the whole of individual peasant enterprises in cooperatives, including the enterprises created by the distribution of the lands of feudal, semi-feudal relations to the peasants. In addition, state farms will be established on some of the lands seized by the Democratic People's Dictatorship. These farms will be the first examples and mainstay of socialist economy in the field of agriculture.

63- The debts of agricultural workers, poor, small and middle peasants to the state, banks, landlords, usurers, capitalists will be canceled, and the mortgages on their land and production equipment will be removed. All agricultural machinery and tools in the hands of the landlords, especially the state apparatus, seed, fertilizer and medicine, etc. they will be seized and the villagers will benefit from them.

64- Forests, rivers, water resources, lakes, waterfalls, recreation areas, sea coasts and all natural and historical riches will be made common property of the people. Necessary precautions will be taken for the use of these riches as historical and cultural excursions, recreation facilities and natural parks.

65- During the People's Democratic Power, small businesses owned by the city petty bourgeoisie will not be touched, but their unification in cooperatives will be encouraged. Similarly, businesses and properties held by the middle bourgeoisie will not be confiscated, but they will be under the control of the democratic people's power, unless they oppose and harm the revolution, popular power and the national economy, and are the means of realizing imperialist and feudal exploitation.

 

In the Field of Study:

66- All rights of the working class, such as solidarity strike, right strike and general strike, will be legally guaranteed by ensuring all kinds of freedom, especially organizing in the working areas. All remnants of exploitation on the workers will be ended.

67- Steps will be taken to increase the democratic rights and life level of the working class, and a general insurance system will be established by providing job security to the employees. Necessary steps will be taken to eliminate unemployment and provide jobs for everyone. Measures will be developed to improve the situation of poor villagers.

68- With the generalization of a maximum 8-hour working day and 40-hour work per week to cover all working areas including agriculture, this period will be aimed to be shortened gradually depending on economic development and increase in labor productivity. Overtime will be completely prohibited, except when working at night is mandatory. The realization of the right to paid rest for each year will be guaranteed.

69- In the Democratic People's Dictatorship; By ensuring equal pay for equal work, the general minimum wage that will enable a worker family to live humanely will be implemented. By applying a single progressive tax system, all indirect taxes will be abolished and the tax system will be regulated taking into account the income of the workers and the people.

70- In the Democratic People's Dictatorship; All kinds of discrimination against women and LGBTIs in working life will be addressed and equal pay will be applied for equal work.

Women's labor will be banned in industrial branches that are harmful to women's health, working periods and conditions of workers and working mothers and fathers will be arranged in accordance with their conditions, especially before and after birth, and nursery and breastfeeding rooms will be opened in all workplaces, child care and housework will be solved publicly .

71- Democratic People's Power; Free education and vocational training courses will be provided for children, LGBTI + and women who have to sell their bodies, especially for the purchase and sale of women's bodies.

72- Preventive measures that are mandatory for occupational safety will be taken in all workplaces and healthy working conditions will be provided in all workplaces. In connection with this, healthy accommodation and transportation conditions will be provided for the workers. Those who suffer from work accidents will be treated and cared for.

73- Employment of children under the age of 16, a maximum 18-hour working day for young workers under the age of 4, night work will be banned, and apprenticeship, which is a feudal residue, will be prohibited.

 

Social Space:

74- All health services will be made free of charge, and steps will be taken to ensure that the whole society can access health services quickly and directly. A comprehensive public health system will be implemented.

75- Legal arrangements will be made for the protection, care, education and participation of disabled, old and orphans children and those in need as productive individuals in society life, concrete steps will be taken, especially the education of the society on this issue.

76- By encouraging mass sports in order to protect the mental and physical health of the people, competition; Sports facilities will be established for the public to strengthen friendship and solidarity. Struggle will be carried out against habits such as tobacco products, drug addiction and alcoholism.

77- In order to completely eliminate the patriarchal system that oppresses and oppresses women and LGBTI +, the necessary organizations will be created, the whole society, especially men, will be educated, measures will be taken to eliminate gender roles, homophobia and transphobia; domestic labor and childcare will be socialized.

Abortion will be recognized as a free right, barriers against women against divorce will be removed, and same-sex marriage will be made legal. Sexual and all kinds of violence, homophobic-transphobic attacks against women, children and LGBTI + will be punished.

78- Mass housing construction that takes care of the needs of the people will be started to solve the housing problem. Priority in the use of public housing will be given to laborers who are poor and in need of care. Balanced urbanization and environmental effects will be especially taken into consideration in housing construction by acting in a planned manner. Housing construction will not only be limited to cities, but also steps will be taken for the construction of planned and safe houses in rural areas.

79- By ensuring equality for all religious and belief groups, religion and state affairs will be strictly separated from each other, religion will be declared personal, and the freedom of belief of believers and non-believers will be guaranteed.

80- Education in People's Democratic Power; It will be handled with the principle of "being a red and an expert" and the education policy will be planned not only for the youth but also according to the needs of the whole society. Education will be made free of charge in every sense, and citizens will be provided with an education that is intertwined with material production at every stage starting from childhood. With the awareness that education is not only in schools but also in out-of-school educational institutions, the establishment of an extensive library, reading rooms, courses, conferences, theaters and cinemas, cultural centers and the use of social media for this purpose will be encouraged.

81- Culturally, steps will be taken to eliminate the imperialist and feudal culture in every field. For this, popular, progressive, revolutionary culture and art production will be supported. We will act with the perspective of embracing and appropriating not only these lands but also all the progressive, democratic and socialist culture that humanity has created until today. It will be revealed that cultural and artistic studies are not an activity of a narrow circle but of all people. All communication tools, especially visual communication tools, will be used as a means of meeting the cultural needs of the public as well as providing accurate information.

82- Democratic People's Power; It will take necessary measures to protect the environment. It will stand against any initiative based on the destruction of nature, and prioritize renewable and alternative energy sources instead of energy production systems that threaten the health and future of the society.

83- Political asylum seekers and “migrant workers” who had to go abroad for work and their families will be worked on for their return to the country, and by providing appropriate working and living conditions within the country, their economic and political exile life will be ended.

84- Democratic People's Power will take into account the ecological system in all its policies, especially economic. Criminal sanctions will be imposed against all kinds of abuse, torture and massacre against animals.

85- Perspective of the democratic people's state; socialism and communism. After carrying out the People's Democratic Revolution, it is aimed to reach communist society by building socialism under the dictatorship of the proletariat.
