TİKKO REGULATIONS

ARMY ORGANIZATION AND BASIC PRINCIPLES

The Qualification and Objectives of TİKKO

1- TİKKO is a political military force consisting of anti-fascist, anti-imperialist, anti-feudal fighters under the leadership of TKP-ML.

2- TİKKO accepts the leadership of TKP-ML unconditionally and acts accordingly.

3- By forming guerrilla units and developing from guerrilla units to battalions and regiments and from regiments to regular armies, TİKKO breaks down the fascist state of the Comprador Bourgeoisie and Great Landlords through a long-term people’s war strategy that develops from the countryside to the cities, and removes the obstacles in front of the Democratic People Revolution. It protects and defends the People’s Democratic Power, as well as the Dictatorship of the Proletariat against all internal and external attacks.

4-TIKKO acts according to the principle of commanding politics with weapons.

5- With the awareness of being a political military organization, not just a military organization, TİKKO counts making propaganda to the public, organizing, mobilizing the masses, arming them, and turning them into a revolutionary power, among its basic duties.

6- TİKKO is a war organization based on voluntary unity. It implements the conscious discipline of the proletariat, valid for all members, according to the principles of democratic-centralism.

7- TİKKO acts on the principle of “trust in its own strength” in its struggle and in this relies on the people. TİKKO conscientiously refuses to fall into a parasitic position that lives on the backs of society, is disconnected from production, and is merely a consumer. It accepts production as its basic principle when conditions allow it.

8- TİKKO aims to transform the individuals it organizes in its ranks, on the basis of the ideological-political line of the Communist Party, to transform them and win them over to communism.

9-TİKKO adopts the principle that the human factor is the determining factor in war, not the technique.

RELATIONSHIP between TKP-ML and TİKKO

1- TİKKO is politically and ideologically governed and directed by the Military Commission of the TKP-ML Central Committee.

2- The General Command of the Army is directly subordinate to the Military Commission.

3- The army ranks under the General Command maintain their relations with the Regional Party organizations through the party organs and party representatives within the army.

4-TKP-ML is represented within the ranks of the Army through its Political Commissioners.

ORGANIZING PRINCIPLES OF TİKKO

a- All administrative units and ranks of the army are determined by the method of appointment from top to bottom. Organizing is done from the top down. Centralization is at the forefront.

b- Only one discipline applies to the army. According to this:

1- Individual is subject to the Army, 2- Minority is subject to the majority, 3- Lower ranks are subject to upper ranks, 4- All of the Army is subject to General Command, 5- General Command is subject to the Party.

c- Since there is Party organization within TİKKO, these general disciplinary principles of democratic centralism are handled within the dialectical unity of the Party-Army and together with the following principles that ensure the leadership function of the Party:

1-Party members in the army are organized as Party organs according to their troops.

2- The hierarchical organization of the Party members in the army rises in parallel with the hierarchical organization of the Army organization and is attached to the Military Commission at the top.

3- Since the Party members in the army have a dual function, they are under the initiative of the commanders in terms of their military functions, while they are under the initiative of the Political Commissioners in terms of their political functions.

4- If there is no party organ, the Political Commissar has the right to stop and postpone the practices in his troop that contradict the Party policy and suspend the authority of the commanders who do not comply with them. If the Political Commissar does the same, the Party organ has the same rights over the Political Commissar.

DUTIES AND JURISDICTIONS OF THE MILITARY COMMISSION

The Military Commission is the authorized body of TKP-ML that leads TİKKO ideologically, politically and organizationally.

1- The Military Commission organizes the Party members within TİKKO in organs through its Political Commissioners.

2- The Military Commission, through the party organs in the Army, trains, manages and directs the army in line with the Party program.

3- The Military Commission presents a perspective to the General Command, which is the governing body of the Army, in line with the decisions of the Central Committee, depending on the course of the struggle.

4- TIKKO General Command members are appointed by the TKP-ML Military Commission.

5- The Military Commission organizes the provision of technical equipment and other logistics needs that the army cannot provide.

6- The Military Commission has the authority to issue publications on behalf of the army, to publish statements, to make public statements, and to negotiate with other organizations.

EXECUTIVE COMMANDS AT TİKKO

a- TİKKO General Command.

b- TİKKO Regional Commands.

Although the members of this governing body are competent in the military field, they must be party members.

DUTIES AND  JURISDICTIONS  OF TIKKO GENERAL COMMAND

1-The General Command determines the general course of action and tactics of the armed forces in line with the perspective presented by the Military Commission.

2-The General Command informs the commands it has drawn and the tactics it has determined to the commands under it.

3-The General Command is responsible for forming the army organization from top to bottom. It creates custom task cells as required.

4- It regulates the technical equipment and other logistics needs of the army.

5-They are responsible for issuing a training plan for military training of army forces.

DUTIES AND JURISDICTIONS OF TIKKO REGIONAL COMMANDS

1-The Regional Command is responsible for implementing the decisions taken by the General Command in a creative way in its region.

2-The regional command is responsible for having the determined course of action and tactics enforced by the commands under it.

3-The Regional Command is responsible for organizing the sub-army troops.

4-The Regional Command determines and enforces the military rules appropriate to the specifics of the region, apart from the general military rules suitable for the regional structure.

Members of these organs do not have to be Party members. All organs consist of at least 3 persons.

COMMANDER PROMOTIONS AT TİKKO

The most basic criteria determining the promotions of TİKKO commanders are their political-ideological-military developments and the concrete needs of the organization.

COMMAND SYSTEM AT TİKKO

While TİKKO implements the People’s War strategy:

1- In the first stage of the people’s war strategy (strategic defense), a decentralized command system is essential.

2-Centralized command system is essential in the second and third stages of the people’s war strategy (strategic balance, strategic attack).

TİKKO’S FINANCIAL RESOURCES

1- TİKKO basically adopts the principle of relying on the public in terms of financial needs. The income obtained from the financial resources of the enemy forces in various ways also constitutes the financial resource of TİKKO.

2- TİKKO’s budget is under the control of the Party.

TİKKO REGULATION

Part 1

MEMBERSHIP AT TİKKO

Regardless of nationality, language, religion, sect and gender,

1- Accepting the TİKKO regulation,

2- Those who want to fight against the state,

3- Age and health are suitable

4- Anyone who recognizes the military discipline and abides by the confidentiality rules of the organization can become a member of TİKKO.

Part 2

DUTIES OF TİKKO MEMBERS

1-To be responsible to the people, to the Party and to the Army, to educate themselves on military and political issues,

2-To work without objection with all their material and spiritual existence in order to comply with organizational discipline, to fulfill orders and instructions, to take an active role in practice.

3- To protect the values of the people, the party and the army, and not to avoid any sacrifice for this.

4- To live in accordance with the revolutionary moral code.

5- To be ruthless against all behaviors that disrupt unity and integrity.

6-To be honest and sincere with their comrades, to grasp the constructive, developing and transformative power of the weapon of criticism-self-criticism, to be constructive rather than destructive in criticism.

Part 3

RIGHTS OF TİKKO MEMBERS

1-Each TİKKO member has equal rights in the TİKKO regulation.

2-Each TİKKO member can express their opinion, make suggestions and criticisms on all matters concerning the general line of the organization.

3-Each TİKKO member can propose themselves for the command level.

4-Each TİKKO member can apply to a higher level, either verbally or in writing, regarding the problem that they cannot solve in their own troop.

5- If any TİKKO member finds the disciplinary punishments given to them unfair, they can appeal to a superior.

6-Each TİKKO member can attend the judging meetings related to them, unless there is a situation that endangers the security.

7- Each warrior may request a criticism-self-criticism meeting from the troop responsible, and those responsible fulfill this request if the military situation is appropriate.

8- Every fighter and commander who wishes to resign from TİKKO’s membership has to inform the commander of the reasons for leaving in advance and wait for the decision to be taken.

Part 4

RELATIONSHIP BETWEEN COMMANDS AT TİKKO

1-All orders and instructions from the top are applied without change.

2- In TİKKO, all commands are created with assignments from top to bottom.

3- All commands must submit the formation of sub-commands to the approval of the upper command.

4-The commander of each command level is a member of a higher level.

5- In TİKKO, each command level decides the commands underneath it. It submits the decision to the higher command.

Part 5

OPERATION IN TIKKO COMMANDS

1- The Executive Commands meet at least once every 6 months.

2- Command; It consists of the Commander, the Political Commissioner and the Deputy Commanders. A temporary command is; It consists of the Commander, the Commissioner and the Deputy Commander. The temporary command carries out its duties between two meetings in the light of the decisions taken by the Command.

3- Every commander has the right to call the command of which they are a member to a meeting.

4- Each organ has to submit the meeting reports to its lower and upper organs regularly.

5- If there are no conditions for obtaining the orders of the command ın meetıngs called by members ın between the normal scheduled meetıngs, the commander gives an answer ın the form of a written acceptance or rejection to the member making the call on behalf of the organ, together with the reasons.

6- The commander who does not attend two consecutive meetings without valid justification will be banned from the command.

7- General Decisions regarding the course of action and war are taken by the majority of the Command’s votes. The commander is obliged to implement the decision. Decisions are implemented in the field of action, taking into account the principle of flexibility in the plan. However, the Commander has full authority in the direction and administration of the troop in sudden situations where it is not possible for the organ to be collected due to objective reasons.

8- It is the Commander of the said organ who makes the Command perform its organ function.

9- Commands are obliged to report to higher commands every two months.

Part 6

THE RELATIONSHIP OF THE COMMANDER AND POLITICAL COMMISSIONER AT TİKKO

1- Decisions are taken by the common will of the command level. In addition to making joint decisions in planning and implementation, the commander is authorized in the first degree.

2- The commander has the authority to take an independent stance in specific and sudden situations in terms of their troops.

3- The command is responsible for educating and empowering successor commanders, carrying out the military training of the forces under its responsibility, and arranging their daily life and course of action according to the rules of war.

4- The Political Commissar is the Party representative and political director within the army command levels. It is mainly responsible for ensuring that the army units act under the direction of the Party, in line with the Party’s political line and tactics.

5- The Commander and the Political Commissioner are responsible for forming a unit that manages the military training and political training of the troops. Both of them are responsible for their unity in military, political, moral, economic and all aspects. The commander and the political commissar both lead their unit or detachment in battle.

Part 7

DISCIPLINE AT TİKKO

1- Military discipline applies to anyone accepted into the army.

2-Discipline in the army is applied and enforced by the commander and the commander appointed from the top down.

3- Disciplinary flexibility or rigidity in each specific situation is under the initiative of the command level.

Part 8

JUDICIAL SYSTEM AT TİKKO, JUSTICES AND PUNISHMENTS

Grounds for judgment:

1-Those who disrupt the unity of the army

2-Those who do not obey the order of command

3- Those who damage the property of the army and the people

4-Those whose acts endanger the army

5-Those who use the possibilities of the army for their own personal benefit

6-Perpetrators of violence against comrades and people

7-Those who divulge the general secrets of the army and military information

8-Those who disrupt the collective life and create unrest

9-Those who act contrary to revolutionary moral rules

10-Those who humiliate the army in the eyes of the people

11-Those who do not behave like a revolutionary in the face of the enemy

12- Those who cause the army’s property to fall into the hands of the enemy and those who are negligent with the army’s property

13-Those who act in ways that cause injury or death to their comrades

14-Those who have the conditions to obtain military equipment from the enemy but do not

15- Those who embezzle the materials seized from the enemy

16-Those who dropped their weapons in the conflict

17-Those who leave their wounded comrade even though there are conditions to retrieve them in the conflict

18- Those who run away,

19- Those who mistreat the captives

20-Thosde identified as enemy infiltrators

The punishments below are applied to those who are held responsible for these and similar acts and act within the scope of the above crime, taking into account the objective and subjective conditions.

-Disabled from some factors of collective life

-Expulsion

-Death

Party members are tried in Party organs, army members are tried in army organs. Judgment is made at the level of command to which the person is attached. It is obligatory to take into account the defense of the accused.

In the trial, the favorable and unfavorable conditions that push the accused to commit the crime are taken into consideration.

Arrests cannot be made except in situations that endanger security.

Severe penalties such as expulsion and death become official with the approval of two full-fledged party organs, the majority of which are not composed of the same members. In such punishments, the accused has the right to appeal to the highest authority. In cases where the approval of the higher body is not obtained, the responsibility rests with the decision maker.

It is forbidden to use beating, swearing and insulting as a criminal method.

Regional Commands determine the course of action of the guerrilla units and the rules to be followed in accordance with the characteristics of the regions they are responsible for, and these are the rules that TİKKO members must abide by.
